The 25-year-old man was floating in the water off Windang, in southern New South Wales, when he felt something tugging on his right leg.
Lake Illawarra Police Sergeant John Klepczarek said it was "highly likely" the creature was a shark.
The man flagged down a nearby boat and was taken to hospital with several puncture wounds to his calf.
It happened after a teenage girl and a man were injured in two separate shark attacks on Sunday.
