my response to animal right's law

I think the penalty for those people who abuse animals is a sufficient way to punish them. In addition to be fined, photographs and names of violators may be published as a part of punishment. I prefer that way of publishing names of violators especially because I think it is not enough to force violators to pay the fine, even much more money. However, if we publish violators' names to let everyone know what they have done to animals. These violators may be feel sense of shame. This is a good way to warn people what punishment they will take if they abuse animals. Moreover, it is necessary to pass the law about animals owners. Some responsibilities of animals owners should be taken. To satisfy their basic needs such as food, water and protection from harassment and abuse. What if animals owners abuse thier animals, they should be punished with the same punishments mentioned above. We should pay more attention on the issue and stop abusing animals.
